flink1.11单机执行slot出错

麻烦请教一个问题，在单机的Linux下运行，任务报这个错误，怎么解决呢？
java.util.concurrent.CompletionException: org.apache.flink.runtime.jobmanager.scheduler.NoResourceAvailableException: No pooled slot available and request to ResourceManager for new slot failed

是单机运行 standalone 模式吗？感觉像是 TM 没起来。
jps 以下看看 TM 起来了没有，如果没起来的话找下 TM 日志看看具体原因是什么。
